Singapore AI Safeguards Proposal Calls for UN Framework Convention

Singapore AI safeguards proposals include exploring a United Nations framework convention to establish international principles and institutions governing rapidly developing artificial intelligence technologies.

Foreign Minister Vivian Balakrishnan told the UN General Assembly that attempts to pause AI development were unlikely to succeed given US-China competition and powerful commercial incentives, making international rules and institutions increasingly important.

He proposed a treaty modelled on the UN climate framework that could establish common principles and institutions for international AI governance.

Singapore also suggested an international body responsible for developing technical standards, drawing comparisons with the International Telecommunication Union and International Atomic Energy Agency.

Balakrishnan identified potential risks including loss of control over autonomous systems, misuse by rogue actors to develop weapons of mass destruction and broader political and socioeconomic disruption.

The proposal reflects Singapore’s push for international coordination as governments seek to balance AI development with appropriate safeguards.
