Japan Cryptocurrency Regulation Advances with Recognition of Digital Assets

Japan cryptocurrency regulation is entering a new phase after parliament approved legislation recognising cryptocurrencies as financial assets and bringing them under a stricter regulatory framework.
Previously governed primarily under the Payment Services Act, crypto assets will now become subject to broader financial market rules, including restrictions on insider trading and significantly stronger penalties for unregistered operators.
Public broadcaster NHK reported that the revised legislation is expected to take effect within the next year.
The reforms come as cryptocurrency exchange accounts continue to increase across Japan and industry participants seek wider adoption of digital assets among retail investors.
By aligning crypto assets more closely with traditional financial instruments, policymakers aim to strengthen investor protection, improve market integrity and provide greater regulatory certainty for the rapidly expanding sector.
The updated framework is expected to support the continued development of Japan's digital asset market while enhancing confidence among both domestic and international investors.
