Hong Kong Kazakhstan investment ties are set to deepen as the two markets pursue a “hub-to-hub” model designed to connect Asian capital with Central Asia and Eastern Europe.


Under the proposed approach, Hong Kong would provide Kazakh businesses with greater access to mainland China and wider Asian markets, while Kazakhstan would act as a gateway for Hong Kong investors seeking opportunities across Central Asia.


The two sides are also pursuing institutional arrangements to support investment flows, including planned negotiations on double-taxation and investment-protection agreements following Hong Kong Chief Executive John Lee’s visit to Kazakhstan in June.


Financial links have already begun to develop.


The Development Bank of Kazakhstan became the first Central Asian issuer of a dim sum bond in Hong Kong last year.


Closer cooperation could expand opportunities for financial institutions, asset managers and companies seeking cross-border investment and financing opportunities across emerging Central Asian markets.
