China has unveiled a comprehensive 15-point programme aimed at strengthening foreign capital inflows and improving the business environment for international investors.


The China foreign investment plan includes measures to expand market access, facilitate fundraising and support foreign participation in domestic capital markets.


The initiative, jointly released by the commerce ministry, state planner and finance ministry, covers sectors including finance, services, pharmaceuticals and education.


It also provides support for qualified foreign-invested enterprises seeking domestic stock-market listings and allows eligible foreign investment institutions to participate as strategic investors in selected listed companies.


The China foreign investment plan comes as foreign direct investment declined 8.6% year on year to RMB327.3bn (USD45.6bn) during the first five months of 2026.


Despite the decline, China remained home to approximately 533,000 foreign-funded enterprises with cumulative foreign investment stock of USD4tr at the end of 2025.


The measures demonstrate Beijing’s commitment to attracting overseas capital while supporting long-term economic growth.
