SFC to Gain Broader Powers Over Hong Kong IPOs and Listed Companies

Hong Kong SFC powers over initial public offerings and listed companies are set to expand under proposed regulatory changes expected to take effect during the first quarter of 2027.
The Securities and Futures Commission will be able to impose conditions on IPO applicants and listed issuers, including requirements that continue after listing.
The measures would provide regulators with alternatives to immediate trading suspensions when addressing corporate misconduct or emerging market risks.
The revised framework will also streamline procedures for companies seeking to resume trading following suspension.
To strengthen procedural safeguards, certain SFC decisions involving conditions, suspensions, and trading resumptions will become subject to independent merits reviews by the Securities and Futures Appeals Tribunal.
The regulator said the changes are intended to improve investor protection while allowing a more proportionate response to market risks.
The amendments remain subject to the legislative process before implementation.
