IFF AI Competitiveness Index Report Highlights Hong Kong as Global Hub

The International Finance Forum (IFF) has released the third edition of its Global Artificial Intelligence Competitiveness Index Report in Hong Kong, focusing on AI talent, regulation, and industry growth. Developed with Deep Knowledge Group and supported by the Wuhan Institute of Industrial Innovation and Development, the report assesses competitiveness through governance, human capital, and industry indicators.
The study identifies talent shortages as a key barrier to AI progress and calls for reforms in education and policy to bridge skill gaps. Hong Kong was highlighted as a potential AI governance hub, with regulatory sandboxes and compliance passports. Prof. Dr. Patrick Glauner, IFF AI Committee Coordinator, shaped the report’s strategy, while Li Xiling, Secretary General of the IFF Sci-tech Finance Committee, stressed regional tech-finance cooperation. Held at the office of the Financial Services Development Council, with opening supportive comments from King Au, Executive Director with others presenting and via video globally who were involved with the report.
