Hong Kong double taxation agreements

Hong Kong double taxation agreements are being extended to six additional jurisdictions, strengthening the city’s international tax treaty network and providing greater certainty for cross-border investors.

The government is advancing comprehensive double taxation agreements with Barbados, Jordan, the Kyrgyz Republic, the Maldives, Norway and Rwanda, bringing its treaty network to 60 jurisdictions.

Orders approved by the Chief Executive in Council on October 6 are scheduled for gazettal on Friday and submission to the Legislative Council for scrutiny on October 21.

The agreements will take effect after Hong Kong and the respective jurisdictions complete their ratification procedures.

The treaties aim to prevent residents from being taxed twice on the same income while clarifying the tax treatment of cross-border business and investment activities.

For family offices, wealth managers and internationally operating businesses, the expanded network could improve tax certainty when structuring investments and managing assets across multiple jurisdictions.
