Standard Chartered Plc Chief Executive Officer Bill Winters said Hong Kong is now open as he plans to attend the summit of global bankers in the city in November. Winters said he will attend the event organised by the Hong Kong Monetary Authority even if quarantine restrictions are still on. HSBC Holdings Plc. Chief Executive Officer Noel Quinn also said earlier that he plans to attend the two-day conference. Hong Kong is targeting an end to hotel quarantine in November, ahead of the meeting and an international rugby competition, even as a resurgence in Covid-19 cases prompts health officials to push back on the plan. Winter said Hong Kong has been and will continue to be an outstanding financial centre, citing the city's proximity to China.
